On 22nd July 2021, OnePlus officially rolled out the latest software update for OnePlus 8T with the OxygenOS 11.0.9.9, this update doesn't include any integrations from Oppo.
The OnePlus 8T OxygenOS update has been released in Europe and North America as a region-specific issue-fix update. The Software update improves the system stability and fixes some known issues.
The official statement for the OnePlus 8T OxygenOS update read as, "Hey everyone, we are starting to push the incremental rollout of a new OxygenOS update for the OnePlus 8T in the NA region now, EU will soon follow. This update includes the fix for region-specific issues (EU & NA regions only)".
This is a Software update for the OnePlus 8T and not a major OS update as it is running on an Android 11 OS already.
Therefore, Android 12 will be the first major OS update on this device and it is also eligible to be on the Android 13 update list. Also, it may also get Android 14 as the last major OS update with 4 years of security patch

The OnePlus 8T OxygenOS update has been released in Europe and North America. Once it’s available on your device, you will receive a notification regarding the software update.
Then, you can head over to Settings >> About Phone >> Software Update section to update your OnePlus 8T with the latest OxygenOS 11.0.9.9.
